They adjust the new square footage of the property according with the new additions and increase the taxes. Owners pay more taxes but, if the addition was done without a permit, it's still a violation an eventually the current owner or any future buyer will be penalized.
When you are requested to make an appraisal, you cannot give credit for an illegal addition or improvement.
Unfortunately it's quite difficult for you to know if an addition or improvement done more than 20 years ago had a permit or not, specially if previous owners have paid taxes since then.
It would be necessary to compare the databases of the Property Appraisal and Building Department, search for microfilm records and look for changes in the original square feet. You could spend a lot of time finding out all this information and will not receive the fair compensation.
